Services Provided: Program Management and Construction Management for the establishment of a state-of-the-art headquarters for a new 750 personnel organization in Stuttgart, Germany

Client: US Department of Defense, US Africa Command

Challenge: With limited resources and a fixed location, deliver comprehensive state-of-the-art facilities for a Combatant Command to include facilities for US Interagency and coalition partners.

Solution: Orchestrated the strategic master plan, resourcing and delivery of collaborative operations center, organizational facilities for a new headquarters campus. Renovated 10 World War II era buildings to meet 21st century combatant command operational communications, security and technological requirements. The PRiME Team members were the PM and CM, orchestrating multiple disciplines, US Government agencies, and international partners to synchronize their diverse and conflicting requirements to provide a fully functional campus. The Team developed solutions, obtained senior leadership approvals and achieved Congressional resource support. The Team’s direct engagement with DoD leadership and Congressional Members/Staff insured the backing for an innovative concept and fiscal support.

Results and Outcomes

The Team developed and implemented an collaborative solution in an aggressive 18 month schedule.  The PRiME Team obtained $108 million is financial support and delivered the state of the art headquarters renovation project.  The innovative solution saved the DoD in excess of  $450 million and delivered an operational headquarters 24 months earlier than projected.

As a result of the Team’s methodology, the headquarters was operationally functional and delivered ahead of schedule, below the estimated cost and exceeding quality KPI quality metrics.
